What Virginia requires
In Virginia, a learner permit is available starting at age 15 (and six months). Virginia requires 45 hours of supervised driving, including 15 at night before a teen can finish the supervised-driving stage of licensing.
The learner permit also has to be held for at least 9 months before a teen can move up to the next license stage in Virginia, so it's worth starting the log early.
